“The only reason the older youth, Sanchez Milian, was in the country at all was because of the Obama administration’s catch and release policies that allowed him to be resettled in Maryland (with the support of taxpayers), with few questions asked,” the Center for Immigration Studies’ Director of Policy Jessica Vaughan told Breitbart News.

“Few groups of illegal immigrants have left such a violent mark in our community as these so-called unaccompanied minors—they are almost like modern day Marielitos (the Cuban inmates released by Fidel Castro decades ago),” she said. “Dozens have been arrested for violent crimes in Maryland, New York, Massachusetts, Virginia and Texas.”

Police arrested two illegal alien suspects, 18-year-old Henry E. Sanchez Milian and 17-year-old Jose Montano, on Thursday after staff at Rockville High School in Maryland reported a brutal sex attack on a 14-year-old freshman who had just escaped her alleged assailants.

Sanchez Milian is a citizen of Guatemala. Border patrol agents encountered him in Texas in August as he crossed from Mexico into the U.S., according to WTOP.com.

Obama administration policy required he be issued a notice to appear before an immigration judge for a hearing, and in the meantime, Sanchez Milian was free to roam around as he pleased. Despite his age, he was permitted to enroll in a public high school as a freshman.

According to a detective’s interview with the victim that same day, Sanchez Milian and Montano allegedly raped her orally, vaginally, and anally while bending her across a toilet in a boy’s bathroom stall, sometimes simultaneously. The victim repeatedly cried out in pain and begged them to stop throughout the savage attack. A forensic specialist found blood and bodily fluids in the boy’s bathroom after the victim reported the alleged rape.

The alleged rape took place on Mar. 16, one month before the victim’s fifteenth birthday, according to the date of birth marked on the detective’s statement of probable cause. An immigration detainer request has been placed on Sanchez Milian, but ICE officials will not comment on Montano’s case, since he is still a minor. Both suspects face “first-degree rape and two counts of first-degree sexual offense,” according to WTOP.com.

A policy expert with the non-partisan Center for Immigration Studies (CIS) said that Obama’s policy of freeing illegal aliens instead of turning them back allowed Sanchez Milian to come to Maryland and encounter his alleged victim.

“Eighty percent of the tens of thousands of Central American kids who were caught by the Border Patrol and released by [the Department of Health and Human Services] have been released to other illegal aliens,” Vaughan said. “Not surprisingly, few bother to show up for or complete their immigration court proceedings and have joined the larger illegal alien population.”

Federal bureaucrats do little to no monitoring of the illegals’ whereabouts after they have been released into American communities, she said. “The federal office within HHS that is responsible for their resettlement has spent billions of dollars, but does little monitoring of the kids beyond one phone call to check in with the household. They say that many kids will not be at the address where they were resettled, and they lose track of most of them,” she said.

“Instead of allowing these youths to settle here, they should have been turned back at the border,” she added. “That would have stemmed the influx early on, and it would not have created such incentives for more to come here, knowing that they would be allowed to stay… American communities cannot continue to absorb so many new arrivals, so many of whom unfortunately are going to contribute only problems to our schools.”

Obama’s lax immigration enforcement standards fueled a massive illegal immigration surge. “The single biggest factor driving our illegal immigration right now is our catch and release program,” testified National Border Patrol Council President Brandon Judd in May 2016.

“If you are an unaccompanied minor, we will not only release you, but will escort you to your final destination. If you are a family unit, we will release you. If you claim credible fear, we will release you. If you are a single male and we do not physically see you cross the border and you claim that you have been in this country since 2014, we will release you.” Illegals were not required to offer Border Patrol proof, he explained.

Graphic details emerge of violent sexual assault of girl, 14, 'who was raped and sodomized in a school bathroom by an illegal immigrant and his friend'. Teens then allegedly forced her into a boys' bathroom stall and took turns raping and sodomizing her. Disturbing new details have now emerged in the case of two teenage immigrants living in Maryland, one of them illegally, who are accused of brutally raping and sodomizing their 14-year-old female classmate in a bathroom stall on Roseville High-school campus.

The alleged assault happened Thursday morning at Rockville High School in Montgomery County (a so-called sanctuary county which protects illegal aliens at all cost by strictly refusing to cooperate with federal authorities), leading to the arrests of 17-year-old Jose Montano, from El Salvador, and 18-year-old Henry Sanchez, from Guatemala, on charges of first-degree rape and first-degree sexual assault.

A probable cause statement filed on Friday at the Montgomery County District Court by the arresting officer painted a harrowing picture of the rape, based on an interview with the alleged victim and physical evidence gathered at the scene.

According to the court document, obtained by the station WJLA, Montano and Sanchez accosted the girl in the hallway at around 9am Thursday. The girl knew only one of the teens, Montano, who allegedly asked her for a hug, then slapped her butt and asked her to walk with them.

As the trio were passing by a boys’ bathroom on the way to the gym, the 17-year-old Montano repeatedly asked the girl to have sex with him and his friend, and when she refused they allegedly forced her into the restroom.

The probable cause document describes the assault in extremely graphic detail, recounting how the alleged victim grabbed onto a sink to avoid being forced into a stall, but the two suspects shoved her inside. Once in the stall, the document states that Montano allegedly opened the girl's top and 'pulled her breasts out to play with,' then unbuckled her pants and pulled them down.

The two teenagers then allegedly proceeded to take turns holding down the young girl while forcing her to perform oral sex on them and raping her both vaginally and anally on the toilet multiple times while communicating with one another in Spanish.

Throughout the ordeal, the document stated, the victim screamed out in pain and repeatedly told her friend Montano, and Sanchez to stop. After the horrific attack, police said Sanchez covered the victim’s head with his coat and led her out of the bathroom as Montano ordered her to be quiet.

The freshman girl immediately reported the assault to school administrators and law enforcement officials were summoned to the scene to investigate. A forensic expert was later able to recover physical evidence in the form of blood and semen from the bathroom stall.

Henry Sanchez is believed to have entered the US illegally from Guatemala via Mexico seven months ago, at which time he was detained by a Border Patrol agent in Rio Valley Grande, Texas. He is now facing deportation proceedings as he had a pending 'alien removal' case against him, according to the Washington Post.

Montano arrived from El Salvador about eight months ago. Immigration and Customs Enforcement won't report on his immigration status because he is a minor. Montano is charged as an adult, but police have not released his booking photo.

Despite their age, both the boys were placed in the ninth grade. Montgomery County Public Schools Superintendent Dr Jack Smith on Monday told Fox 5 that Sanchez and Montano were enrolled in the Rockville school's multidisciplinary program for English learners.  

On Friday, Rockville High School sent a letter to parents addressing the incident and the arrests, according to WUSA. 'Ensuring a safe, secure and welcoming learning environment for all of our students is our top priority. Our staff remains vigilant in the monitoring of our school each and every day,' the note said in part.

Gboyinde Onijala, a spokeswoman for the Montgomery County Public Schools, said that staff at Rockville High will increase monitoring of the hallways and bathrooms. The school has only one school resource officer.


Illegal alien 'set to be deported should not be freshman in our public schools': Two illegal-alien teenagers who were placed in ninth-grade classes at Montgomery County Schools, Maryland, have been arrested and charged with the brutal rape of a 14-year-old girl, and at least one of the boys had a pending deportation order from ICE.

The boys, identified as Henry Sanchez, 18, of Guatemala and Jose Montano, 17, of El Salvador, approached the young girl in the hallway near the gymnasium inside Rockville High School during school hours about 9 a.m. on Thursday.

Henry Sanchez, 18, had an ICE detainer for his deportation but felt safe in Montgomery County, Maryland, where he attended school as a ninth-grader at Rockville High School. Montano asked her for sex. The girl refused — twice. So the two boys forced her into the boys bathroom and then into a stall.

Montano pushed her into the corner of the stall and began kissing her neck, despite her repeatedly telling him to stop. He unzipped her top, forcibly removed her clothes and the two proceeded to rape her at the same time, then traded positions and raped her again. She cried out in pain, the report says, but the assault continued. By the time it was over, they had raped her anally, orally and vaginally, according to the police report.

The victim reportedly knew Montano as a friend but did not know Sanchez. Sanchez had a pending deportation order, which was not carried out while immigration activists tried to block the deportation.

“18-year-old criminals set to be deported should not be a freshman in our public schools,” stated a post on the website of Help Save Maryland, an organization that opposes illegal immigration.

Maryland is perhaps the most welcoming state for illegal aliens and refugees in the Eastern United States, with Montgomery County the most welcoming county in the state.

Maryland gives in-state tuition rates to illegal-alien college students, and its legislature is considering a bill that would declare Maryland the country’s first sanctuary state. Montgomery County is already a sanctuary county, denying 63 ICE requests to turn over illegal-alien criminals last year, Fox News reported.

These policies helped create a culture that allows a young girl to be raped and sodomized in a bathroom stall by two illegal-alien boys, at least one of whom was ordered to be deported, border hawks told WND.

Spokesman says Trump has targeted illegal immigration because of incidents such as this one. News of the alleged rape of a 14-year-old freshman girl by two recent Central American illegal immigrants in the bathroom of Rockville High School has reached the White House.

White House Press Secretary Sean Spicer addressed the incident Tuesday during a press briefing after being prompted by Fox 5 D.C. reporter Ronica Cleary, who asked if President Donald Trump would consider denying public education to students based on their immigration status. Spicer responded at length.

“Let’s remember the human side of this, that this is a tragic event that no child, no person, no parent should ever have to deal with,” Spicer said. “School should be a place where a parent puts their child on a bus or drops them off … and knows that they are safe. The idea that this occurred is shocking, disturbing, horrific, and whatever words someone can think of.”

Speaking about the alleged victim, he said she “fought to come to this country legally because of the freedoms and treasures of this nation and to think this tragedy would occur to someone who has personally endured that kind of struggle to come to this nation and then face this is reprehensible.”

Neither Montgomery County police nor Montgomery County Public Schools has shared any information about the girl other than her age and that she is a freshman at the school.

Police said Henry Sanchez-Milian, 18, and Jose Montano, 17, who were freshmen at the school, forced the girl into the bathroom and then brutally raped her Thursday morning. The pair were then arrested and charged with first-degree rape and other charges after blood and other evidence was recovered in the bathroom, according to the charging documents

Sanchez-Milian, who is from Guatemala and whom police initially named as Henry Sanchez, and Montano, from El Salvador, had both entered the country in the past eight months, according to ABC7.

An Immigration and Customs Enforcement (ICE) spokesman told Bethesda Beat Monday that a U.S. Border Patrol agent encountered Sanchez-Milian in Rio Grande Valley, Texas, in August 2016 and the agent determined Sanchez-Milian entered the country unlawfully from Mexico. The 18-year-old was issued a notice to appear before an immigration judge, but a hearing has not yet been scheduled. ICE declined to provide any information about the immigration status of Montano because he is a minor.

Prior to the incident at Rockville High, Sanchez-Milian had been living in an apartment with his father in Aspen Hill, according to police, while investigators had not confirmed Montano’s address. Both men were ordered held without bond Friday.

On Tuesday, Spicer said that while Trump believes education is a state and local issue, the Rockville case gives “pause for concern. I think the city should look at its policies and I think this is something authorities are going to look at,” Spicer said. “Part of the reason the president has made illegal immigration and [a] crackdown such a big deal is because of tragedies like this.”

Spicer also mentioned Trump’s immigration order that threatens to withhold federal funding from jurisdictions that don’t cooperate with federal immigration agencies—so-called “sanctuary cities.”

“This executive order is dealing with people who have committed crimes who local enforcement agencies or municipalities and at the state level are not dealing with,” Spicer said. “Local municipal law enforcement, for whatever reason, in some cases they are prohibited, but for one reason or another are not enforcing the law or turning that individual over to be deported. I think this is another example of why this issue needs to be addressed.”

On Monday, ICE published a report on its website titled “Declined Detainers” that Spicer pointed to during the press conference. The report lists Montgomery County among the jurisdictions that have not cooperated fully with federal immigration agencies. The report notes the county “will not honor ICE detainers without adequate probable cause” as a result of an October 2014 decision by County Executive Ike Leggett. About 100 other jurisdictions in the U.S. were named in the report.

Montgomery County officials, who have long maintained the county is not a “sanctuary” jurisdiction because it informs the FBI and ICE about the criminals arrested in the county, pushed back Monday against the county’s inclusion on the list.

County spokesman Patrick Lacefield told The Baltimore Sun that the report’s claim that the Montgomery County Detention Center didn’t honor a Nov. 30 detainer request is not accurate. Lacefield told the paper the county searched, but found no records about a hold request for the date that the Department of Homeland Security said the detainer had been issued.

County officials have said they honor detainer requests, but can’t lawfully hold criminals past their scheduled release dates without probable cause. It’s the responsibility of ICE or other federal agencies to pick up prisoners held in the county before they are released if they have pending issues with the individuals, officials said.

Name-calling and finger-pointing spreads as anti-undocumented immigrant group adds fuel to fiery discourse. The usually civil political discourse in Montgomery County turned aggressive over the weekend as residents who oppose the county’s liberal policy toward undocumented immigrants angrily emerged in reaction to the brutal alleged rape of a Rockville High School freshman girl by 17- and 18-year-old recent Central American immigrants.

“People are angry, people are nervous, people are concerned,” County Council President Roger Berliner said Monday morning during his weekly press conference. “I’ve gotten some very ugly emails accusing us of being a sanctuary county.”

The county and City of Rockville for many years have had a policy in place that directs their police officers not to ask about an individual’s immigration status during interactions. However, the county and city both share information about individuals who are arrested with federal agencies such as the FBI and Immigration and Customs Enforcement (ICE) in case those agencies have pending issues with the individuals. This policy, according to county officials, is different from true sanctuary jurisdictions that don’t cooperate with federal immigration agencies.

Some local residents believe the county’s immigration policy and welcoming statements toward undocumented immigrants have made the county a destination for criminal individuals entering the country illegally.

The two high school students arrested and charged Thursday with rape in the Rockville High case are Henry Sanchez, 18, and Jose Montano, 17. Sanchez, who resided in Aspen Hill and arrived from Guatemala about seven months ago, while Montano, of an unconfirmed address, arrived from El Salvador about eight months ago, according to ABC7.

Matthew Bourke, an ICE spokesman, wrote in an email Monday to Bethesda Beat that ICE issued a detainer for Sanchez on Thursday after he was arrested by county police on the rape charge. Bourke wrote that ICE can’t comment on Montano’s case because he is a minor.

Bourke also noted that a border patrol agent interacted with Sanchez in August 2016 in Rio Valley Grande, Texas, and the agent determined Sanchez unlawfully entered the U.S. from Mexico. Sanchez was issued a notice to appear before an immigration judge for a hearing that has not yet been scheduled, according to Bourke. Bourke said an immigration judge never issued Sanchez a deportation order.

Both students speak limited English and were enrolled in Rockville High School as freshmen, according to The Washington Post. They’re accused of raping the 14-year-old girl inside a boys bathroom on Thursday morning during school hours and were ordered held in jail without bond Friday.

Since news broke Friday about the arrest of the two young men, county residents and others have been expressing and posting their opinions online, often using heated rhetoric. “It’s horrific,” Bethesda resident Gail Weiss said in a phone interview Monday about the alleged crime. “In my view this is exactly what sanctuary policies do. It is not just the quote unquote good illegals that come and take advantage of safe harbor policies—you get the worst of the worst.”

Weiss said she had been following Help Save Maryland’s coverage of the incident. The blog, run by Montgomery County resident Brad Botwin, aims to preserve “Maryland’s counties, cities and towns from the negative effects of illegal aliens,” according to its “about” page.

Since Friday, Help Save Maryland has created six posts about the incident that range from publishing part of The Washington Post story describing the alleged crime to urging supporters to contact representatives considering voting for state bills that could increase protections for undocumented immigrants.

In February 2016, the Southern Poverty Law Center (SPLC) labeled the group “nativist extremist” for confronting undocumented immigrants and businesses that hire them. Botwin has dismissed the SPLC label and believes the law center has no justification for it.

Over the weekend, Help Save Maryland members included Bethesda Beat on an email chain that featured comments by Botwin and former Rockville City Council member Tom Moore. The discussion on a Twinbrook email listserv centered on an ordinance before the Rockville City Council that would codify the city’s existing policy of not requiring its police officers to ask about an individual’s immigration status. Moore had previously spoken at a public meeting in favor of the ordinance.

Botwin described the ordinance as a “neo-Confederate plan” that would make the area more dangerous. Moore responded by calling Botwin “a vile racist. Your eagerness to use a horrifying crime against a child to score a political point is disgusting,” Moore wrote. Moore’s response was shared with local news reporters and then other responses flowed in.

“The only racist I see here is you,” Jeff Werner, the social media director for Help Save Maryland, wrote back. “You turn your back on law abiding citizens and support criminal aliens and gangs. It would be a shame if you would somehow be effected by a criminal alien attack on your family.”

Moore shot back, “Jeff, I will speak out against your hate group as much as I can, as often as I can, in as many ways as I can, for as long as I can. You don’t scare me.” Botwin responded by calling Moore an “anti-Semitic piece of trash” and accusing him of supporting immigration policies that enabled the alleged rape to take place.

Moore and Botwin did not immediately respond to requests for comment about the issue Monday. Julie Palakovich Carr, the Rockville City Council member who introduced the immigration ordinance, said Monday the council has heard from residents who are concerned about the safety of students at the high school as well as about the bill under consideration.

“In terms of the response [to the bill], the mayor and council have received an outpouring of emails on both sides of the issue,” Palakovich Carr said. “But there have been more in support of the ordinance.”

She said the council plans to hold a work session on the proposed ordinance with the city’s police department in April, which will be the next time the proposal is discussed in public. She also said she won’t withdraw the proposal because of the alleged crime.

“I do not believe the crime at the high school is representative of our immigrant population,” Palakovich Carr said. “We want to make sure Rockville is a safe place. If someone commits a horrible crime, that information will be shared with the FBI and ICE. But the rest of our illegal immigrant population shouldn’t have to live in fear.”

She did say that the mayor and council received one threatening email over the weekend that they reported to police, but she declined to provide further details. Montgomery County Public Schools Superintendent Jack Smith posted an open letter to the community Sunday saying MCPS can’t provide additional details about the incident due to the ongoing investigation, but that officials are looking into security at Rockville High.

Berliner said he has no reason to question MCPS policies that are created by school leaders and the county’s Board of Education. While some have questioned why the older teens were enrolled as freshmen, he said he understood the two suspects were placed in freshmen classes because of their limited ability to speak English.

“How hard is it to succeed in school not knowing English?” Berliner asked, before adding that students are put into the class that gives them the best chance to succeed. “I think MCPS policies are grounded in a certain truth—that you want to put these kids in a place in the system where they can catch up, where they have a chance for success,” Berliner said. “Bad things happen. This is an awful thing that happened.”

However, he adamantly disagreed with public allegations raised in a question from a reporter that the county may be coddling undocumented immigrants.

“We do not coddle those who violate the privilege to be here in our community,” Berliner said. “To the extent we are quote coddling—we are coddling people who have been in this community for 25, 20 years and have never done anything wrong other than work one, two or three jobs, raise a family and be part of our community. They have done nothing wrong other than be here quote undocumented.”

County Executive Ike Leggett, the main supporter of sanctuary county policy, issued a statement Monday afternoon saying he was “sick and disgusted” about the alleged crime. He said county police Chief Tom Manger is working to ensure the high school is safe and also investigating the incident.

After the arrests, ICE issued detainer orders for both suspects, according to county spokesman Patrick Lacefield. Leggett said in his statement that if Sanchez and Montano are convicted, “the county—consistent with our longstanding policy—will cooperate fully with ICE to see that the two are deported to their countries of origin.”
